These files are usually compressed with a ZIP format compression utility. because of this I strongly recommend that you use either WinZip, WinRaR or a freeware program called FilZip to extract the files.
Also note that you need the .NET Framework 2.0 (or greater) to run the program properly, you can get the 32 bit version here and the 64 bit version here.
